Then yes. But get about 59 attack first, then do Grand Tree and Lost City.

those two quests don’t give u defence. Grand tree gives you 18,400 Attack experience, 7,900 Agility experience and 2,150 Magic experience. Lost city lets you weild dragon longs and daggers.
